IRG Project was officially accepted as a core project of Future Earth, ICSU

Noticed by Secretariat of Future Earth, International Council for Science (ICSU), the Integrated Risk Governance Project (IRG project), initiated by Chinese scientists, supported and operated by State Key Laboratory of Earth Surface Processes and Resource Ecology and Academy of Disaster Reduction and Emergency Management, passed through a rigorous assessment of the Science Committee of Future Earth and was officially accepted as a core project of Future Earth.

IHDP – Integrated Risk Governance Project (IHDP-IRGP) is a ten-year large-scale international cooperation program, first initiated, organized and managed by Chinese scientists in the field of environmental change. In 2010, IRG Project was officially launched as one of the core science programs in the new ten-year plan for IHDP. In the past five years, nearly a hundred top scientists around the world related to the field of integrated disaster risk prevention were gathered, carrying out fruitful international cooperation in science and technology in the areas of social-ecological systems, entry and exit transitions, early warning systems, models and modeling, governance and paradigms, and comparative case studies. Our research achievements, including multi-hazard, cascading effects of large-scale disaster chains, risk governance in green economy, multi-hazard risk assessment model, regionalization and consiliense paradigm for climate change risk adaptation, World Atlas of Natural Disaster Risks, attracted global concern.

International Research on global environmental change has made remarkable achievements in the past 30 years, which provided a solid scientific basis for the sustainable development of the world. In order to make this scientific results serve human development goals better, international scientific community decided to launch the new global environmental change research program-“Future Earth” for the next 10 years with integration of the original four major international scientific programs(IGBP, IHDP, DAVASITDS, WCRP) and 33 core projects and proposed three major research directions: Dynamic Planet, Development Global and Transformation towards Sustainability. In particular, all the three major research directions are clearly classified as key areas of risk prevention.

In the past two years, with support of Ministry of Science and Technology, Ministry of Education, Ministry of Civil Affairs, China Association for Science and Technology, National Natural Science Foundation of China, Chinese National Committee for Future Earth, IHDP-IRGP’s international team, supporting unit, which State Key Laboratory of Earth Surface Processes and Resource Ecology and Academy of Disaster Reduction and Emergency Management of BNU worked as the core institutes, worked hard for the transition of IHDP-IRGP to Future Earth ‘s core project, namely IRG Project. After more than a year of rigorous evaluation of the Future Earth program science committee, with strong support of many internationally well-known scientists and international organizations, the IRG Project was officially accepted. It was a milestone of international recognition of Chinese scientists in the integrated risk governance, provided a high level international science and technology exchange platform for Chinese scientists to lead the research direction in this field in the future. Meanwhile, it could also enhance China’s position in the Future Earth, striving for more say in the international scientific research planning, and attract the world’s leading scholars in China to play an important role in the international cooperation, as well propaganda work and achievements of Chinese government and relevant departments in comprehensive disaster prevention and disaster relief.

IRG Project will release its latest ten years’ research program at the International Conference entitled “our common future” held in July 2015 in Paris, France. We will further focus our study directions on understanding the mechanism and process of disaster risk and prevention; by using information and communication technology and system science theories, the program will further improve the understanding of disaster risk, and capacity of disaster preventing, reduction and responding; broaden and deepen cooperation with social enterprises and other stakeholders; study financial mechanisms for disaster risk transfer and share; strengthen cooperation between global disaster risks prevention universities alliance; build global disaster risk science general education curriculum, and further consolidate cooperation and communications with relevant organizations and agencies engaged in the disaster risk and disaster management, to provide scientific and technological support to improve large-scale disaster preventing capacity, and contribute to the global disaster risk governance!
