Based on facts of recent satellite observed temporal and spatial heterogeneity of atmospheric carbon dioxide, the radiative forcing of the climate effect and mechanism of the CO2 will be studied. The temporal heterogeneity of atmospheric carbon dioxide and global warming nonlinear relationships and uncertainty will be explored and the social and economic costs of spatial heterogeneity of atmospheric carbon dioxide will be calculated at 1.5 ℃ and 2.0 ℃ threshold scenario.
